COOPERATION AGREEMENT WITH MACAO: DRAFT MANDATE

I attach a draft mandate for a trade and cooperation agreement with Macao. The first discussion will be on 31 March.

The draft is mercifully brief when compared to the Brazilian model (the final version of which is also attached to allow comparison). But there are a number of areas in which I would appreciate advice from home departments, particularly on the competence aspects (this will be a Community alone agreement).

DTI- paras 3, 4a (the first, sixth, seventh, tenth and eleventh tirets), 4b and 4c, sections 1 and 2.

MAFF- trade provisions as relevant, especially 4a second tiret.

S and T Unit- para 4a third tiret and 4c 3.

D/Energy- para 4a fourth tiret.

DOT- para 4a fifth tiret.

DOE- para 4a eighth tiret, 4c 3 and 6.

D/Emp- para 4a ninth tiret, 4c 5, 7 and 9.

HMT- para 4a twelfth and thirteenth tirets.

HM C and E- para 4a fourteenth tiret.

HO- para 4c 8.

DH- para 4c 7 and 8.

OAL- para 4c 4.
