Hong Kong police, a special police officer from the territory
would be sent to Beijing to exchange views with a mainland pose to the central people's government the removal of the`
counterpart on the Kai Tak robbery.
He also noted that the mainland and the Hong Kong police needed to have further exchanges of information on the abduction case involving Mr Wong Tak-fai, a well-known Hong Kong real estate developer, who was kidnapped, in order to join forces to hunt down the culprit, Zhong Weizheng, who is suspected of masterminding the kidnapping.
As for recent serious robbery cases in the territory, Mr Liu said that the Hong Kong police believed one of the ringleaders had fled to somewhere in the mainland and was in hiding. He said the mainland police would assist in the hunt for the
criminal.

In the C2 section of FE/1335, three passages of the draft of the Macao Basic Law were omitted as follows:
Article 51 should read:
"Article 51. The chief executive of the Macao SAR shall
exercise the following powers and functions:
(1) Lead the government of the region;
(2) Be responsible for the implementation of this law and other laws which, in accordance with this law, apply in the Macao SAR;
(3) Sign bills passed by the Legislative Council and promulgate laws;
SIGN BUDGET PLANS PASSED BY THE
LEGISLATIVE COUNCIL, AND REPORT, FOR THE RECORD, BUDGET PLANS AND FINAL ACCOUNTS TO THE CENTRAL PEOPLE'S GOVERNMENT;
(4) Decide on government policies and issue executive orders;
(5) Formulate adminstrative laws and regulations, and promulgate them for execution;
(6) Nominate and to report to the central people's government for the appointment of the following principal officials: secretaries of departments, the commissioner against corruption, director of audit, principal officers of the police department and principal customs officers; and propose to the central people's government the removal of the above- mentioned officials.
(7) Appoint a portion of the legislative councillors; (8) Appoint or remove members of the Executive Council; (9) Appoint or remove the president and judges of the court at various levels, and to appoint and remove public procurators in accordance with legal procedures;
(10) Nominate and to report to the central people's government on the appointment of chief procurator, and
procurator in accordance with legal procedures;
(11) Appoint or remove public servants in accordance with legal procedures;
(12) Implement the directives issued by the central people's government with regard to the relevant matters provided for in this law;
(13) Deal with, on behalf of the government of the Macao SAR, the external affairs and other affairs authorized by the Central authorities;
(14) Approve the introduction of motions regarding revenues or expenditures to the Legislative Council;
(15) Decide, in the light of security and major public interests, whether government officials or other personnel in charge of government affairs should testify or give evidence before the Legislative Council or the commissions under it;
(16) Award medals and confer titles of honour of the Macao SAR;
(17) Pardon persons convicted of criminal offences or commute their sentences; and
(18) Handle petitions and complaints."
Article 120 should read:
"Article 120. The Macao SAR shall, according to law, recognize and protect legitimate title deeds and all rights related to such deeds that were granted and decided before the establishment of the region and that extend beyond 19th December 1999.
DEEDS APPROVED OR RENEWED AFTER THE
ESTABLISHMENT OF THE MACAO SAR SHALL BE
DEALT WITHIN ACCORDANCE WITH THE REGION'S
RELEVANT LAWS AND POLICIES."
Appendix II should read:
"APPENDIX II METHOD FOR CONSTITUTING
THE LEGISLATIVE COUNCIL OF THE MACAO
SAR
1. The first legislative council of the Macao SAR shall be constituted according to the 'Decision of the NPC on the Formation of the First Government, Legislature and Judicial Organs of the Macao SAR'.
The second legislative council shall be composed of 27 members, of which 10 shall be returned by direct election, 10 by indirect election, and seven by appointment.
THE THIRD AND SUBSEQUENT TERMS OF THE
LEGISLATIVE COUNCIL SHALL BE COMPOSED OF 29 MEMBERS, OF WHICH 12 SHALL BE RETURNED BY DIRECT ELECTION, 10 BY INDIRECT ELECTION AND
SEVEN BY APPOINTMENT.”
2. Specific details for electing members of the legislative council shall be prescribed in the election law submitted by the Macao SAR government and approved by the legislature.
3. Revision of the method for constituting the legislative council of the Macao SAR in the year 2009 and after should be adopted by two-thirds of the members of the legislature and agreed by the chief executive and be reported to the NPC Standing Committee for the record."
