ASIA WORKING GROUP, 31 MARCH: DRAFT MANDATE FOR COOPERATION WITH MACAO
1. There are a few comments.
Para II 4 (a) - we would prefer "include" to "centre on".
Para II 4 (c) 7- add "in Macao" after "social development" in the first sentence. The Community does not have competence in questions of social development in the member states. Inserting the co-signatory's name in this section follows the Brazilian precedent.
Para II 4 (c) 8- delete "trafficking": the Community's competence in drugs matters extends to reduction of production and consumption but does not empinge upon areas of enforcement. would reflect the wording agreed for the Brazil mandate.

Para II 4 (c) 9- add "in Macao" to the end of the sentence: the Community competence does not extend to tourism, a fact endorsed by the decision in the IGC to exclude tourism from the Treaty.
