EXPLANATORY MEMORANDUM ON COMMUNITY LEGISLATION CONCERNING THE

CONCLUSION OF A FRAMEWORK COOPERATION AGREEMENT BETWEEN THE

EUROPEAN COMMUNITY AND MACAO

Subject Matter

1. The proposed Decision concerns a framework commercial and

economic cooperation agreement between the Community and Macao. The proposed agreement allows for commercial and

economic cooperation in a wide range of fields.

2.

Commercial cooperation will be based on mfn status in the

following areas:

i)

customs duties;

ii)

customs procedures;

iii)

internal market regulations.

3. In particular the Agreement provides for cooperation in the following areas:

i)

ii)

iii)

(iv)

industry;

investment protection and promotion;

science and technology;

telecommunications;
