1. In my post mortem for the Secretary of State on our
failure to unearth at an earlier stage the 1990 exchanges of
letters, I said that RAD were doing some urgent work on the
negotiating record since 1984, and as a priority were
assembling an index of Ministerial exchanges with the Chinese.

to see the progress that has been made. Mr Wye, the Head of
the Far East Section in RAD, has given this top priority. has now produced a valuable minute together with a lengthy
annex detailing the main exchanges with the Chinese.
