Thank you for your letter of 2 December, enclosing an interesting report from Alan Smith. It is clear from this and other reports from the business community that the Chinese are evidently leaving no stone unturned in their efforts to

maximise pressure on the Governor.

We are keen to see the present disagreements resolved as soon as possible. I understand that commotion on political issues is unsettling for business. That said, Chris Patten's proposals for a modest extension of democracy are very much in the interests of preserving Hong Kong as an attractive place to do business. They have our strong support. I hope that if others have alternatives they will come forward. Legco can

then make the final decision.

On current plans I should be seeing my opposite number, Qian Qichen, sometime in spring. I hope that by that time things May should have cooled down to some extent.
