That is to say, beginning on 1st July 1997, the British government, parliament and Foreign Office will have no right to talk with China on any issue concerning Hong Kong.
The Chinese Foreign Ministry should issue an official statement on this point according to international law. "Full text" of 10th December statement by Chief Cabinet Secretary Koichi Kato on Japan's policy concerning the problem in Somalia
1. Based on the recognition that the unified efforts of the international community are indispensable for coping with the "humanitarian emergency situation" in Somalia, Japan has actively participated in drafting the resolution recently adopted by the UN Security Council and has offered its full cooperation in its adoption by consensus.
2. In response to the resolution now adopted, the government of Japan has decided to extend meaningful financial contribution and other cooperation. The concrete details of the contributions will be finalized as the whole picture of the present operation takes shape. Japan also intends to appeal to other countries to make appropriate contribution on the basis of the resolution.
3. Besides the financial contribution, the government of Japan is now considering other forms of cooperation such as relief and medical activities for afflicted persons to meet the needs of the areas concerned.
4. The government of Japan intends to explore cooperation with the UN Peace-Keeping Operation in Somalia (UNOSOM) as the situation in Somalia stabilizes.
