commercial interests which the constitutional package will

The CPG faces an increasingly hostile world.

the PRC's human rights record
continues
to cause considerable friction with
western
governments.
For example, closer
relations with Taiwan are no longer avoided
through fear of CPG retaliation (e.g. US and
French fighter sales).
