The CPG lost the first phase of the campaign

against the constitutional package:

(a)

The CPG alleged that the package could be

shown to violate the Joint Declaration (JD),

Basic Law (BL) and "secret understandings".

(b)

However,

the

the general public regarded

package as an ingenious device to democratise

Hong Kong without requiring amendment of the

the CPG's initial media barrage

BL, and

failed.

(c) The CPG has recognised that further debate on

the contents of the constitutional package

would

be

to its disadvantage. The CPG has

forbidden its supporters (e.g., Vincent LO and

the

Business and Professionals Federation) to

put forward counter-proposals.
