HONG KONG: MR GOODLAD'S MEETING: 26 OCTOBER

1. Mr Goodlad will hold a meeting on 26 October to discuss the way ahead on Hong Kong in the light of the Governor's visit.

2. I submit a checklist of the points which we might aim to cover. It reflects discussion with Sir J Coles and Mr Ricketts.

3. As immediate follow-up, the Minister may wish to have the conclusions of the meeting put up to the Secretary of State, together with a draft telegram to the Governor. It would be helpful if we could give the Governor some idea of our thinking, while his own ideas are still in the formative stage.
