Sing Tao Daily saw NCNA official Sun Nansheng' reference to an Aesop's fable as a hint to Mr Patten that since he had "calculated against a friend" by making use of loopholes in the BL to propose his political package, he was now "eating the bitter fruit of his own making" and hence no accord could be achieved on the airport financial arrangements. The paper was worried that the question of political changes had become a stumbling block to the airport funding package.

Ming Pao extensively reported a debate between Iam Yiu-chung of the DAB and Martin Lee of the UDHK on whether the Governor's political reforms had violated the B. Kwong Yum-kee of the Express said Mr Patten was probably surprised by DB members' strong reaction to the proposal to scrap the appointment system. It was not expected that even many elected members were against the proposal.

CCP CONGRESS

Several papers welcomed the endorsement of Deng Xiaoping's concept of market economy by the 14th congress of the CCP and the election of younger and more liberal cadres to the party's Central Committee. Wen kei Po said since Jiang Zemin's report to the congress had cited the "one country, two systems" concept as an important part of the theory on socialism with Chinese characteristics, HK people should have greater faith in the territory's prosperity and stability in the future. Economic developments in China would also benefit HK. Echoing this view, the Commercial Daily noted that the leadership elected in this congress would directly take part in handling matters related to HK's reversion to China.

BUILDING COLLAPSE

Tin Tin Daily News said that the collapsed building was included in the land redevelopment scheme and that its dismantling had been held up by "internal problems" between LDF and the contractor. The paper urged the authority to look into the matter to avoid similar happening in future. Wen Wei Po said that one a building was declared dangerous, it had to be dismantled as soon as possible and that measures should be taken to prevent people from getting near the building.
