Public Statements

(i) Zhu Rongji at Chatham House. The full text of what he

said (according to an NCNA transcript) is "people cannot help asking the question of whether we still have to stick to the Joint Declaration and whether the understanding reached

between the two sides is to be allowed to be scattered to the

winds". This is accurately summarised in our telno 919 to

Peking. (You will note that, contrary to initial reports in

the British press, Zhu was probably referring to the secret

undertakings of 1990 not the Joint Declaration as being

scattered to the winds).

(ii) NCNA statement on the airport, 13 November. "The Chinese side solemnly points out that should Britain violate the
