HONG KONG : SIR ROBIN MCLAREN'S DINNER FOR QIAN

1.

Sir Robin McLaren has asked for our views on points he should make on Hong Kong if he gets the opportunity in the course of a dinner he will be hosting on 10 November in his Presidency capacity for the Chinese Foreign Minister. The Governor has already said that he has no difficulty with the line the Ambassador proposes to take.

2.

The points Sir R McLaren suggests are narrowly focussed on the Governor's constitutional proposals. I recommend that this would also be an opportunity to say a few words about Ministers' wish to maintain a cooperative relationship with China, as well as their firm support for the Governor's proposals.

3.

We know that the Chinese are highly suspicious that there has been some sea-change in our policy towards Hong Kong. It can do no harm for the Ambassador to reassure Qian in terms that this is not the case.
