HONG-KONG DRAFT MODEL JUDGMENTS AGREEMENT

As agreed at our meeting last Friday morning I am faxing you our comments on your draft. I only have a few very suggestions to make which I attach.

If you need any help in the future we will be glad to help. As you know, Richard White is moving on at the end of March 1992, but is being succeeded as head of this division by John Watherston. In the meantime, I will be happy to discuss any points you may have on our suggestions.

I am sending our memorandum on a judgments agreement with Namibia under separate cover in case it is of any use to you in drafting your case to put to the Chinese side
