(2) Powers and Functions

(a) The Executive Council shall be an organ for assisting

IV. LEGISLATIVE COUNCIL

(1) Composition

(a) The Legislative Council shall be constituted

by election. [Article 68, Para. 1]

(b) It shall be composed of :

(i) Chinese citizens who are permanent residents of the Region with no right of abode in any foreign country; and

(ii) permanent residents of the Region who are not of Chinese nationality or who have the right of abode in foreign countries. (Note: The proportion of such members should not exceed 20% of the total membership of the Council.) [Article 67]

(c) The term of office of the Legislative Council shall be four years, except the first term which shall be two years. [Article 69]

(d) The President of the Legislative Council of the HKSAR shall be elected by and from among the members of the Legislative Council. He shall be a Chinese citizen of not less than 40 years of age, who is a
