To draft the Basic Law in order to ensure the successful implementation of the concept 'one country, two systems' in the HKSAR; and

To consider the views of the Consultative Committee and the opinions of members of the public in the drafting of the Basic Law.

CONSULTATIVE COMMITTEE FOR THE BASIC LAW

(1)

Establishment

(a) The Consultative Committee was established in December 1985 with a membership of 180. The members include representatives from various sectors of society.

(b) The members were divided into eight groups for the purpose of in-depth discussions on specific themes in the Basic Law.

(2)

Duties

(a) To collect views and suggestions concerning the Basic Law from different sectors of the community;

(b) To collate, summarize and analyse views and suggestions collected from various sources;

and

(c) To give advice to the Drafting Committee.

Motivation

Briefly outline the relationship between the Consultative Committee and the Drafting Committee for the Basic Law. Then ask students to explain why there is a larger number of members in the Consultative Committee.
