Legal quarantee of the implementation of 'one country, two systems'

The Preamble to the Basic Law states that the. basic policies of the PRC regarding Hong Kong, as elaborated by the Chinese Government in the Joint Declaration, will follow the concept of "one country, two systems', and that the socialist system and policies will not be practised in the HKSAR. The Basic Law prescribes the system and works as a legal
