BACKGROUND OF THE BASIC LAW

(1)

The signing of the Sino-British Joint Declaration

On 19 December 1984, the Chinese and British on the Governments signed the Joint Declaration question of Hong Kong, affirming that the PRC will resume the exercise of sovereignty over Hong Kong with effect from 1 July 1997.

The establishment of the HKSAR

The PRC has decided that upon China's resumption a HKSAR of the exercise of sovereignty over HK, will be established in accordance with the provisions of Article 31 of the Constitution of the PRC, and that under the principle of "one country, two systems", the

In order to ensure the implementation of the basic the policies of the PRC regarding the HKSAR, National People's Congress will thereby enact the Basic Law to prescribe the systems to be practised in the HKSAR.
