Using the name of "Hong Kong, China", the HKSAR may on its own maintain and develop economic and cultural relations and conclude. relevant agreements. with states, regions and relevant international organizations.
(11) Right of free entry and travel
The Government of the HKSAR may on its Own issue travel documents for entry into and exit from Hong Kong.
(12) Maintenance of public order
The maintenance of public order in the HKSAR will be the responsibility of the Government of the HKSAR.
(13) Drafting of the Basic Law
The basic policies of
of the PRC regarding Hong Kong will be stipulated in the Basic Law of the HKSAR by the National People's Congress of the PRC, and they will remain unchanged for 50 years.
(14) Establishment of the Sino-British Joint Liaison Group
A Sino-British Joint Liaison Group will be set up when the Joint Declaration enters into force with a view to :

ensuring a smooth transfer of government in 1997; and
facilitating
the effective implementation of the
Joint Declaration.
