This set of teaching kit, "The Sino-British Joint Declaration and the Basic Law", is produced with the aims of facilitating teachers in their endeavour to promote civic education in schools and assisting teachers of such subjects Government and Public Affairs, Social Studies, Liberal Studies, etc. to teach the topic at the secondary level.

In the preparation of this set of teaching kit, reference has been made to the primary source materials of the Sino-British Joint Declaration and the Basic Law of the HKSAR. As the topic is to be presented in a school teaching-learning environment, simplification of the original text is essential. The guiding principles for such simplification are firstly, to maintain the spirit of the Sino-British Joint Declaration and the Basic Law; secondly, to retain objectivity in its interpretation; and thirdly, to give due consideration to pedagogical needs. However, teachers should refer to the original texts of the Sino- British Joint Declaration and the Basic Law for an overall perception of the topic.
То enable teachers to make easy reference to the primary source materials on the topic, relevant extracts of the Sino-British Joint Declaration and the Basic Law are included as appendices at the end of relevant chapters.
Teachers are encouraged to make use of the materials in this teaching kit to help pupils acquire a basic understanding of the Sino-British Joint Declaration and the Basic Law and thereby enhance their civic awareness. In using these materials, however, they should take the needs and interests of their pupils into
account.
