About a year ago Peking very kindly provided us with a copy of the above book. My predecessor commissioned a translation of it from RAD. I enclose a copy of the translation so far (chapters 2, 12 and 13 are still outstanding).
Could I leave it to you to further copy the document around the Hong Kong Government (I think PA's office, LOIL and UKREP would all be interested in seeing it).
If Peking, to whom I am copying the contents, are interested in seeing a copy could I burden you with passing them a copy. (As you have the super fast photocopier!)
