A.

The maintenance of public order in Hong Kong will

be the responsibility of the SARG after 30 June

1997, as laid down in the Joint Declaration,

However the Joint Declaration provides guarantees

on freedom of speech and freedom from arbitrary

arrest, and the continuation of the present legal

system. Also Article 28 of the Basic Law states

that no Hong Kong resident shall be subjected to

arbitrary or unlawful arrest, detention or

imprisonment.
