why, therefore, has the Government decided to
extend the 1989 Act to Hong Kong, which will
subsequently require localising, rather than going
for new local legislation?
as
New legislation, which sensibly would include all
of the official Secrets Acts, takes time to
prepare. We believe that it is important that we
amend our Official Secrets legislation as soon
possible. Extending the 1989 Act to Hong Kong
can be achieved quickly. We will then look into
localising all of the UK Official Secrets Acts in
slower time, but before 1997.
