AMENDMENTS TO THE DRAFT BASIC LAW
90/ HKC 012/23067
1. As requested I attach papers on the amendments made at the last Basic Law Drafting Committee (BLDC) meeting in Guangzhou in January 1990. It should be born in mind that these were made to the draft B. L. and are not therefore precedents for amendments to the B.L. itself.
2. The attachments consist of a translation of a Wen Wei Po article and a minute from Mr Fifoot, then a Legal Adviser. The latter does not comment on changes which affected the election and composition of LEGCO since these sections were left blank in the first draft, although amendments on right of abode were definitely made in these areas from what the Chinese originally intended.
