Fifth, the proportion for the members of the first Legislative Council returned by geographical constituencies through direct elections was under full and detailed discussion during drafting of the Basic Law and the current wording and clauses were formed with the wide comments from the HK residents as its basis. If there is a fresh attempt to make changes to the Basic Law, it actually an attempt to negate the efforts made by the Basic Law Drafting Commission, its conculting organization and great masses of the HK residents, which will go against the wish of the mojority of HK residents.
Based upon the above-mentioned considerations, it is impossible and inappropriate to amend the Basic Law before 1997 legally and practically. It is also irresponsible of them to make such suggestion now becuase their such doing will lead HK residents astray and will do harm to the stability, prosperity and peaceful and smooth transition of Hongkong.
