5. The Secretary General of the State Council, Luo Gan, whom the Americans suggested as a better bet is a figure of a slightly higher level. Before his appointment he had been a Minister, rather than a Vice-Minister. He too, would probably well repay cultivation. He has, in fact, visited Britain in 1984 when he was a Vice-President of the All China Federation of Trade Unions. However, there is no real evidence in his background, or indeed in his present publicly reported responsibilities, of him having any great knowledge of, or interest in, either foreign affairs or the Hong Kong question.
