- The financial calculations underpinning the airport project are very fine, and HKG's commitment in the Sino-British Memorandum of Understanding to leaving substantial reserves in 1997 was at the extreme limit of prudence. If there were failures or delays which could be attributed to the role of UK companies we would be in a very vulnerable position if we were known to have twisted HKG's arm in their favour.
The new LegCo will be very vigilant for signs of favouritism.
In any case, many of the contracts (those related to the airport itself) will be decided by the Airport Authority, not the Hong Kong Government.
