JIC INTELLIGENCE REQUIREMENTS: REGIONAL GUIDELINES PAPERS

1. Please refer to Mr Harrison's (PUSD) minute of 6 October attaching the draft 1992 Guidelines for Asia.

Paragraph 38 refers to separate guidelines on international drug trafficking. At ERD's request that paper now includes a separate section on money laundering. I attach a copy of paragraphs 26-28. We have already pointed out that this requirement is not reflected in the regional guidelines papers, and it is somewhat tiresome for us to have to raise this point each time a regional paper is circulated. Given our particular concern about financial crime including money laundering in our Dependent Territories, not least Hong Kong, it would be worth drawing this point to the attention of the meeting once again. I suggest that a reference to financial crime and money laundering be included in the section on Hong Kong, and that a separate reference to Hong Kong and other jurisdictions covered by this paper be included in paragraph 39.
