1. We suggest that you might like to include the following paragraph in your draft reply to Professor Wilhelm's letter of 24 October.
I was interested to read your suggestions on negotiating strategy for the Governor's dealings with the Chinese. I agree with you that it is important that the Governor should rise above the detailed bilateral negotiations. His is a difficult task in that he not only has to consider possible Chinese reaction, but also has to take full account of the needs and concerns of the people of Hong Kong, not least of which are their concerns that accepted international standards of democratic processes, human rights, and the role of law should continue and be seen to continue beyond 1997.
