1. Please refer to your letter of 7 August and my subsequent

holding reply. I apologise for the length of time it has taken

to get back to you with a substantive reply. The following

reflects comments from Hong Kong Department, DOT and the Hong

Kong Government.

The first thing to say on all of this is that there is no

formal agreement between HMG and HKG on the role of Hong Kong's

Economic and Trade Offices. In practice, their role varies

from office to office, and the FCO has left it to individual

overseas Posts to use their common sense in deciding what they

should and should not do for Hong Kong.

HKG's view is that, as currently constituted, ETOS

(including the one in Washington) lack the ability to monitor

and report in depth on what is a specialist technical subject.

HKG say, however, that ETOS would be able to help ESB in

seeking information from and passing messages to host

governments in simple and straightforward cases. HKG have not
