A further problem is that the declaration of the National People's Congress of the People's Republic of China does not specify the boundaries of Hong Kong, and only refers to the zaland and the Kowloon Peninsula as being the area covered by the new special Autonomous Ragion.

"The People's Republic of China must immediately publish a map of Hong Kong to dispel any concern that the post-1997 Hong Kong Special Autonomous Region will be other than the area currently known as Hong Kong which includes the areas the subject of the lease", Mr Dowd concluded.

The report calls for immediate amendments to the Basic Law promulgated by the P.R.C. which is the proposed constitution of Hong Xang, to comply with the Joint Sina-British Declaration. The report also calls for the full election of the Hong Kong Legislative Council and its Chief Executive.

The report, called "Countdown to 1997", contains the findings of the mission to Hong Kong in June 1997 of four international lawyers, Sir William Goodhart QC (UK), Raja Aziz Addruse (Malaysia), The Hon John Dowd AO QC (Australia) and Professor Hans-Heiner Kuehne (Germany),
