REPORT BY THE INTERNATIONAL COMMISSION OF JURISTS (ICJ)

You will be aware that the ICJ released a Report yesterday (28/4) on Hong Kong, which was very critical of HMG's policy in general, I understand that the Report was released simultaneously in London, Hong Kong and Sydney.

In Sydney, John Dowd who participated in the 4-man vizit to Hong Kong last June, and who is the former NOW Attorney-General, called a press conference yesterday to publicise the Report. (Press release attached). He is reported by the wire services as Saying that the Report was designed to embarrass the British. Government and to stimulate debate within Hong Kong.

Given Mr Dowi'e participation there had been some 17 and radio news and current affairs interest. We have so far declined comment.. It would be helpful to know by return what line has, or will be, Laken in London on the keport which appears to ignore the realities of the situation and the efforts we have made to get the best possible agreement for the people of Hong Kong.
