The Secretary for Constitutional Affairs comments-
"Concern is expressed in the report that all
or part of the N.T. may not be included in
the boundary of the HKSAR due to the different wording used to describe the area
of Hong Kong in the JD and the BL. This
appears to be an academic point which can be refuted by various inferences, e.g. reference to the traditional rights of indigenous N.T. villagers in BL 40; the compatibility of the New Territories Leases (Extension) Ordinance with BL 121 and 122 regarding land leases in Hong Kong.
