Points to Make on Hong Kong

Immigration/Right of Abode

Pleased with the flexibility in Australian Immigration Rules which permits Hong Kong People to obtain Australian

residence.

- The arrangements for employees of Australian companies in

Hong Kong are particularly welcome, and will help contribute to confidence in Hong Kong.

- Latest reports indicate that applications to emigrate to Australia were down 13% in 1990/91. (Also down for Canada).

Anecdotal evidence suggests that general confidence in

Hong Kong is higher than for some years.

Hong Kong/Australia Bilateral Agreements

Pleased that Australia has recently intialled bilateral

agreements wtih Hong Kong on the surrender of Accused and

Convicted Persons and on Investment Promotion and Protection

Agreements.

These have been handed to the Chinese side of the JLG (on 13 March and 24 April respectively) for their agreement that

they can continue beyond 1997. We are confident that this

will shortly be forthcoming, possibly at the next JLG meeting (16-18 June).
