4. I see no reason at all to back away from the use of the word "freedom". But there may be advantage in using a formulation which draws more closely from the language of

the Joint Declaration. This would make it harder for the

Chinese to object. We could use the formula "maintaining the economic prosperity and social stability of Hong Kong and the lifestyle, rights and freedoms of Hong Kong people"

(JD 17).
