- The Commission calls for Hong Kong's laws to be discussed with the Chinese in the JLG to identify whether any are inconsistent with the BL. They are clearly unaware of the localisation and adaptation of Law's discussions now going on with the Chinese.

- HKG do not accept the criticisms of the new Judicial
Services Commission. The report contains several
inaccuracies in this Section (21).

It is agreed that the maintainence of an independent judiciary is of the highest importance and that more local judges should be recruited, although the latter point is proving hard to implement (21 and 23).
Judges of the superior courts already have tenure to
retiring age (24).
The proposal that local lawyers be appointed as part-time recorders or deputy judges is currently being studied (26).
It is not intended to extend the exclusion of certain ordinances from the Bill of Rights for a second year (31) and (33).
- The Hong Kong Government do not believe that there is at
present a demonstrated need for a Human Rights Commission.
