1. Thank you for your fax of earlier today, referring to the question of successor states to former Yugoslavia.
2. The UK has recognised Slovenia, Croatia and Bosnia-Herzegovina as states (as have all EC states). The UK also recognises what is now the Federal Republic of Yugoslavia (formerly the Socialist Federal Republic of Yugoslavia). However, the F.R.Y. is not regarded as the automatic successor state to the S.F.R.Y. It is considered that all four states will have some successor rights, once everything is sorted out regarding legal questions of dates of independence and so on. the moment the situation is unclear.

3. The F.R.Y. has been suspended from participation in the U.N. General Assembly and has been asked to re-apply for membership. The U.K. wants other U.N. bodies to follow suit. I am sending the guidance telegram to that effect for your information.
