I am most grateful for your warm letter of congratulations, as I am for the great honour you have done me by nominating me for a peerage and doing so while I am still actively involved here.
But,
Being Governor of Hong Kong has been a rare privilege. There have been difficulties as well as fascination, as there will be for my successor. whichever way one looks at it, trying to create the best possible future for nearly six million hard-working, talented people, and playing some role in trying to write a decent last chapter in Britain's colonial history, has been a task I shall always feel deeply grateful to have been given.
There is of course uncertainty here, and endless
