Attached at Annexes A to D are statements in corroboration their action. Statements are not available from the rescued fisherfolk since they were immediately repatriated to China without giving statements.

These officers showed complete disregard for their own safety in rescuing the six fisherfolk from the small rock that they had taken refuge on after their fishing vessel had broken up and sunk on the night of 27 December 1991. The officers effected the rescue in extremely hazardous weather conditions. They placed themselves in considerable danger as they risked being swept off the rock which was awash with breaking waves at the time and their small boat was at considerable risk of being broken up on the rocks.

The actions of other officers involved in this incident have resulted in recommendations for Governor's Commendations which will be forwarded separately when the outcome of this recommendation

is known.
