You will have seen the attached telegram from Hong Kong. I should be grateful for your views of the course they propose and also of the suggestions made by ExCo (paras 2 and 3). We have been asked to reply to Hong Kong by the morning of 25 February, but will need to get Ministerial approval before we do.

2.

I should also be grateful for any thoughts on my draft telegram (attached). I am not sure about the practicalities of ring fencing some of the Emergency Regulations and not others. And I am afraid it would not be a political possibility to abolish the crime of treason except in time of

war.

I also attach a copy of the ExCo Memorandum. It is our only one so please could I have it back?
