The Hong Kong Government consulted us last December

about legislation they are preparing to remove the death penalty from the statute book in Hong Kong. Ministers agreed the replacement sentences proposed.

2.

These proposals have now been put to ExCo, who have made one or two further suggestions (see paras 2 and 3 of HK Telno 507).

We have been asked for our views before a final

decision is taken.

I submit a draft telegram in reply, which has been agreed by the Legal Advisers.
