1. I have just seen Mr Beamish's minute to you of 24 September.
2. I have seen none of the previous papers (and I leave for New York in a few minutes). But if there is any question of reviewing the priorities in the Marshall Programme in a way which affects the programme for Hong Kong, I should be grateful if the Department and I could be fully consulted.
