1. I am setting down for information the background to the present state of play with the S K Tang Bequest.

I wrote to the Attorney General's Office in Hong Kong on July 3 inquiring whether the Attorney General would authorise a direction to set up a trust under the Royal Sign Manual. Sir John Coles then wrote a personal letter on 17 August to which the Attorney General replied on 8 September advising that the funds be transferred to the Treasury Solicitor for directions under the Attorney General here.

In response to Hong Kong's advice Mr Stephen Slack at the Charity Commission suggested, in his letter of 29 September, that we contact Mr Lawton at the Treasury Solicitor's Office. I wrote to Mr Lawton on 12 October and spoke with him on 3 November. He indicated that the matter was a complicated one and that he plans to forward information on to the Legal Secretary at the Law Offices for advice. I was unable elicit an estimate for how long this would take but he did assure me that things would be turned around quickly.

4. I plan to keep in contact with Mr Lawton on a three weekly basis and have copied to him all the papers which may be of use.
