Thank you for your fax of 12 November following up on from our conversation earlier in the month.
But I have now I am sorry it has taken me a few days to reply. had a word with Dr Budge-Reid, the Principal Assistant Secretary in the Education and Manpower Branch here who has She was policy responsibility for the scheme in Hong Kong. very cautious, claiming that the matter was still under consideration by HKG and that no decision had yet been taken. There was a thought I touch with the FCO on this matter. understand that if the existing scheme were abolished, HKG would ask for the FCO contribution of 62.2 million to be transferred from the joint funding scheme to a scholarship fund. This would have the full support of the British Council and ourselves, although I hasten to add that neither of us has been consulted (our support hinges on our firm belief that we must do all that we can to improve the standards of English in Hong Kong pre-and post-199, 7 and also to strengthen the links with universities etc that already exist).
This does not of course take you very much further forward, and it certainly does not present you with an obvious saving. Might I suggest that you ask HKD if there have been any exchanges with HKG (which we, in this office would not necessarily have been privy to) on the question of FCO SAS allocations to Hong Kong?
