Prompted by a reference at the UKCOSA Seminar on Crisis Management on 23 November, I thought it might be timely to set down some potential concerns about students from Hong Kong in the lead up to 1997.

2. Statistics on Hong Kong students in the United / Kingdom are attached. Hong Kong currently represents the second largest source (after Malaysia) of overseas students in higher and further education -in the United Kingdom. Their total (7,537 in 1990) represents some 9% of all overseas students and therefore the same proportion of tuition fee revenue which academic institutions are receiving.

3. There seem to be three areas where we (and others) should be looking at the consequences of 1997:

the potential loss of tuition fee revenue if the flow of Hong Kong students suddenly dries up after 1997;

the potential problems of Hong Kong students deciding not to return to the territory. In that context we should be looking at those students whose three year courses will and shortly before 1997 as well as those thereafter who may decide not to go back, and

iii) what we should do about FCO (and other official)

supported scholarship schemes post-1997. Details of current/FCO provision are attached. We shall need to take into account that provision made even before 1997 for awards of more than one year will result in continuing commitments for us beyond 1997.

Perhaps as a first step we might ask HKD for a view on the likely official attitude towards support for Hong Kong post 1997.
