BACKGROUND NOTE ON THE SINO-BRITISH FRIENDSHIP SCHOLARSHIP SCHEME

The SBFSS
SBFSS began in 1987, following the signature of a Memorandum of Understanding at 10 Downing Street in June 1986 by Sir Geoffrey Howe,
Howe, the late Sir Y K Pao and Li Peng, in the presence of the then Prime Minister (Mrs Thatcher) and the then General Secretary of the Communist Party of China.

Under the scheme, some £3.5 million is made available each year for ten years to enable some 200-300 Chinese scholars annually to undertake PhD studies and postgraduate research in Britain. The Government of China provides £1.4 million pa, ODA provides £700,000 plus administrative charges (a total ODA contribution of some £1.5 million pa), and the Sir YK Pao Foundation funds the balance of the costs (in theory some £1.4 million pa, in practice somewhat less). The scheme does not allow for inflation, so fewer awards are now funded than in the early years.
3. The scheme is formally supervised by a Commission on which each contributor has two representatives. Mr Lankester is the Senior British Commissioner, and Dr Iredale the Second British Commissioner. The Chinese Commissioners are senior officials from the State Education Commission, Zhu Kaixuan (Vice Chairman) and Professor He Jinqiu (Director General of Overseas Studies). The Pao Foundation representatives are Sir YK's daughter, Anna Sohmen and son-in-law, Dr Edgar Cheng. Zhu Kaixuan is unable to attend this year's meeting and will be represented by the Chinese Ambassador, Ma Yuzhen.
