Mr Hum and I attended last night's reception (papers attached, not apparently copied to you) hosted by Mr Goodlad in the absence of Baroness Chalker who had to attend the Lords.

The Chinese Ambassador, who attended, had asked beforehand for reasons unknown that there be no speeches. However, I agreed with Mr Goodlad that it would be quite appropriate for him to say a few words. He spoke on the lines of the draft note prepared for Baroness Chalker. It seemed particularly appropriate to say something given the death last September of Sir YK Pao and his remarks seemed to go down well.

Mr Goodlad asked about publicity for this event. have since told his office that News Department released details, incl
including background on the scheme, to the press at yesterday's news conference The ODA who provide the UK's share of the funds, had a line on too. I agreed with

the view, that whilst this scheme is not headline or front page news

very good example, amidst more difficult areas of effective cooperation between the UK, Hong Kong and China. We will paint to it, as such, as opportunities arise.

The Chinese students to whom I spoke were most grateful for having had the opportunity to come here and had clearly benefitted enormously. They were particularly pleased that Mr Patten attended and spent time talking to them.
