PAPER 2: Legal Advice on the S K Tang Bequest:

2(B): MR LONG, CULTURAL RELATIONS DEPARTMENT

1. Mr Long is coordinating the UK/HR Scholarship Scheme which receives two thirds of the interest from the Bequest.

2. Mr Long has recently been in contact with Mr Chan, Secretary for Education and Manpower about the future of the Scholarship Scheme. I enclose a copy of his letter which suggested that an expansion of the Scheme could be funded by
