I have been away

Since my last letter of 8 May I am glad to say there have been some developments with the Bequest. Our new

intercolator at the Charity Commission has advised that the Attorney Genenral in Hong Kong should establish a Sign Manual with a sheme set up under that to administer the Bequest. This is contrary to the advice that they had given in 1990 which said a sheme could be set up by the Charity Commission alone. Our legal advisers agree with the new advise.

The Department wrote to the Senior Crown Counsel, Attorney General's office in Hong Kong on 3 July with our new request and Sir John Coles, our DUS wrote again on 17 August. I enclose copies of this correspondance which was initiated by a letter from the Institute of Cancer Research who are keen to obtain access to the funds. I am planning to write to Hong Kong inorder to maintain the momentum.

Mr Long has copied recent papers to you about the UK/HK Scholarships scheme and I will copy all future correspondance to you.
