1. I think the enclosed copy papers are self-explanatory.
2. I am afraid it has taken us an inordinately long time to put forward a reply to Mr Chan's letter of 21 October 1991 about the further funding and operation of our jointly funded scholarships scheme. The delay has been caused by consideration here about arrangements for the Sir S K Tang Bequest. There are still enquiries to be made about its placing post-1997. In the meantime we should like to get a reply to Mr Chan as quickly as possible. On the assumption that the Trade Commission still has a seat on the Scheme's Board, I should be very grateful if you could cast an eye
the enclosed proposed response and let me know whether you have any comments.
